The focus of the review is to find opportunities for services that can be community-led, controlled, or supported, including community minibuses, car-sharing, car clubs, and organised lift-giving. But in order to identify the potential of this approach, we need to understand the gaps in the current network of buses, school buses, transport to health and welfare facilities, taxis, and minicabs. The scope does not include air or ferry travel, but we are interested in how people get to and from airports and ferry terminals to make longer journeys.
